Dr. Luis Alfredo Lucio, Ed.D., is the Chief Operations Officer of CCMR Solutions, LLC, and a champion for educational equity, workforce alignment, and college/postsecondary readiness. A proud graduate of MacArthur High School in Aldine ISD and first-generation college student, Dr. Lucio has built a distinguished 31-year career dedicated to improving life outcomes for students in the very communities he once called home.

Purpose Rooted in Personal Experience
Luis arrived in the United States at the age of six without knowing a word of English. Raised by a strong, single mother who worked tirelessly while supporting her children with the help of food stamps and public assistance, he saw firsthand the barriers that prevent many students from accessing opportunity.

In high school, a counselor advised him to pursue a labor job instead of college, believing he wasn’t “college material.” That moment, though painful, transformed into fuel. Luis made a vow that no student would ever be underestimated or limited by circumstance on his watch.

His life’s purpose is driven by that promise.

Leading Systems That Create Opportunity
Throughout his tenure as a principal, college dean, and senior executive leader, Dr. Lucio has implemented innovative systems that expanded learning opportunities, reversed underperformance trends, and increased college and workforce participation for diverse student populations.

At Dallas College, he launched a regional workforce center that increased enrollment 112% in one term, achieved the #1 student engagement rating across all campuses, and built partnerships that connected students directly to high-demand regional careers.

At Lone Star College–East Aldine Center, he spearheaded the research and development of First-Gen Centers, expanded career pathways, and elevated student support systems specifically for first-generation and multilingual learners.

Coaching Leadership for Results
Now serving with Texas A&M University’s Project RAISE, Dr. Lucio mentors leaders across Texas, Alabama and North Dakota, guiding foundational expansion efforts that strengthen instructional systems and accelerate learning outcomes in underserved regions.
